My scanner just went out on me it wont turn on or anything, and I think it is the part I have in the pic. Can someone tell me where to get one and the part number?

If someone has the schematic for this radio the white label number is ( L16 ) and it has a circle around the positive sign.

**Also would it hurt anything if i just took this piece out and hooked it up with a straight wire??
