"Congressionally-mandated radio-activated chips in mobile devices such
as cell phones and BlackBerry smartphones, with an acceptable phase-in
period and inclusion of HD Radio chips when economically feasible. It
is the last demand that had many fuming last August when it was first
proposed. Hearing of the news that White House plans to end the
performance royalty exemption without any of these trade-offs, the NAB
has responded by calling the measure an onerous, jobs-killing fee.”
