Are you talking about mHz or MHz? mHz is 1/1000 Hz.

Officially 13,600-13,800 I think. WARC-79.

FCC Doc ET Docket No. 02-16
Sez 13600-13800 kHz was added at WARC-79, which became exclusive on January
1, 1999
