Of course the other side of the coin is where the voters get fed up
with paying for what they expect the state and local governments to
give them and enact a cap on property tax increases which also
includes a provision that when a property changes hands out of the
immediate family it is assessed at the sale price. California calls
this Proposition 13 and Oregon calls it Measure 5. We got whacked
when my family bought a house in California before the provision
went in but after the cut-off date when the assessments were
"referenced back". For 10 years we lived in a house that was
identical in size, age, and condition to the house next door, and we
paid twice as much taxes as they did.
