No, the point is W1AW actually sends BULLETINS per the rules and
regulations, which IS PERMITTED. K1MAN has a call in talk show, which is
NOT A BULLETIN and is not legal.
If you have any doubts of that do a google search and put in K1MAN, then
read what the FCC has sent him in the last SEVERAL years.

Thats not possible. According to MAN he listened on that frequency

months and quote "never heard a thing", of course he IS in Maine.
