Probably because he never STARTED at the beginning. :-)
MARS began officially in 1948 (renamed from the original
AARS started in 1925). Nursie wasn't born yet in 1948,
therefore he not "in" it from the beginning...except in the
alternate reality his mind inhabits. :-)
On the other hand, he might have a "green card" obtained
as a Man From Mars, infiltrating us earthbeings and
causing dissention so that Forces From Mars can
conquer Earth. That may take "seven hostile actions."
