Not quite true. Novices have "ham radio tickets."
Perhaps still today, but it used to be allowed to get into MARS with
a
Novice ticket. That was a long time ago, when a Novice ticket
really
had
to be earned.
Oh yeh, it was uphill both ways in the snow with a piece of cardboard
in my shoe. I remember. Pffft.
Of course now-a-days there is no Novice ticket. And those that
still
have
one are of no importance to worry about in the scheme of things.
So 31,545 amateur radio operators are of no consequence? I thought
that only the ARRL could be so cavalier about such a large block of
amateurs.

Thats right, no consequence and of no value. Just ask the FCC. There
is
no longer a Novice,

None of which matter, according to the FCC. There will be no more Novice
issued. And when the present holder dies, its over. Unless they 'upgrade'
of course.
