i assume asking them would result in no answer. what about the freedom
for information act? would that allow me to find out?

short of breaking in to a squad car and stealing the radio, whats the
best method to go about finding out?

Well you could ask in here or ask your local police department. Tell us
what city you want to monitor and I'm sure someone will have an answer
for you.
