I have some. No, you can't re-program it, since the frequencies are in an
EPROM or ROM in there. The priority, I dont really remember if you can turn
it off. It's actually designed to specialize in picking up local simplex
police transmissions, like on mobil repeater mode and car to car, thereby
warning you that there is a cop nearby. Pretty good in its day, but falls
short in this age of digitization of these transmissions.

changed or otherwise brought up to date if the frequencies change in the

just to change some of the features....like the annoying priority that
