I know in the department I dispatch for, that if the police officer
requests the wrecker for an accident or abandoned vehicle, the city pays
for the actual wrecker to come out and pick up the vehicle. But if the
officer stops to help someone who is just broken down, the vehicle owner
has to have cash to pay the wrecker with. Maybe that's it?
