No ... a "communications receiver" generally has a wider frequency
coverage than a scanner. It may also have more modes of recption than just
FM.

Scanning is just an added feature, not the prime mode of recption as in a
scanner.

My Yaesu VR-500 will receive signals in the VHF and UHF TV band. Along
with TV sound (wide FM) many wireless mics are scattered in those freqs.
Also it will receive broadcast AM & FM stations, and shortwave stations. A
far cry from a 'normal' scanner.
