Well, if all you're interested in is programming the radios, there
are 3 fairly cheap (or free) packages that fit your needs;
- Scan Control (lite version)
- Control Freq Jr.
- Scancat Lite Plus
I think I'd go with the lite version of Scan Control; it has support
for most of the kinds of systems you might encounter. Control Freq Jr.
doesn't, and to me, at least, Scancat Lite Plus is too klunky to be
effective for more than an occasional reload.
