He didn't have the sails hoisted, just tested the waters by a few
choice quotes from the Bible dropped in. Given the public denial,
Lloyd will have to rework his prophecy to say that when the U.N.O.
gets reformed, Boutros-Ghali will be the 1st to be offered the
leadership in an honorary, emeritus, or other type of figure-head
position, esp. since BBG said that's why he accepted his current
position. So the Secretary-General wil be like a Governor-General.
