saving option. I can check that box and then the clocks dont match.

That is correct, UTC (or GMT) does not change with fall or spring time
changes.
UTC and GMT (both the same) stays the same at all periods of the year,
so that all clocks can be corrordinated. (sorry about the last word,
Google does not have spell checker) :=)
