The FCC is apparently only concerned about BPL interference to "licensed
spectrum users" in the US. Since foreign broadcasters are not licensed
in the US, they may have no recourse with BPL interference to their US
shortwave listeners. It's also not clear if we as SWL's have any say in
the matter. The amateur radio community has more influence because they
are US licensed spectrum users. However that only protects their
assigned bands. We've already seen how the FCC encouraged the CODAR
stations to use the portion of the 60-m band which is dominated by
foreign broadcasters, mostly in the tropics. They did this because SWL's
don't have a lobby in Washington. I hope more of us will start sending
emails to the FCC about this potentially serious problem for the SWL
community.
