You can search the FCC database for amateur radio operators in your area.
Go to www.fcc.gov and find the search area for the ULS (Universal Licensing
System), then search by county looking under the amateur radio service
selection. Sorry I don't have a link...maybe someone else does.

I suspect it's not your computer at all, but your speakers. Computer
speakers are notoriously bad for picking up stray RF and turning it into
audio. It happens with my little 2meter HT all the time. I suspect that

you
have a ham operator nearby who is either operating CW or possibly a

repeater
or other transmitter that has a CW ID (if it's actually coming out as

tones,
this is the more likely case). It could be someone transmitting tones in

CW
maliciously, but I would look into these other possibilities first.
