You might try Papua New Guinea on 4890... I called in one year during
the
festivities.

Most times I make a point to listen to the BBC prior to 0000 and hear
the
full
strike of Big Ben, one of the rare times they have the full strike
broadcast,
and that of course signals the start of the new GMT (UTC) day.

The only other time I can recall the full strike of Big Ben being
broadcast in
recent memory is on Remembrance Day when 11 strikes are broadcast.
