The BBC has stated for years that it intends to end shortwave broadcasts
to "low priority areas". I don't know how they determine a low priority
area. But they appear to be winding down all broadcasts to the Americas,
so I guess we're a low priority area. As a consolation prize to the
Caribbean listeners they're abandoning, they note that they have FM
outlets in Jamaica and Antigua. FM only goes for about 100 miles before
dying out, although it might go further over water. I suppose that's
good enough to cover Jamaica, which is small, but not the ENTIRE
Caribbean. Also, media freedom in Central and South America is often
tightly controlled, meaning that FM has limited reach, if any. In
addition to that, the nearest FM station to me that plays BBC News is in
San Francisco, on the other side of a mountain range (albeit a low
elevation one). Mountains tend to block FM. FM also does better in
summer than winter. FM has lots of limitations that SW doesn't.
