Any terrorist/saboteur worth his salt could have brought down the entire
refinery for two years with a lot smaller explosion, as it is the rest of
the refinery is still in operation--in fact, the unit where the accident
occured was in turn-around. In addition, the explosion that occured here
has the hallmarks of an accidental vapor cloud released by cutting into the
wrong pipe, not C4 or dynamite.
