Practically all first responders use cell phones. Cell phones
are
often how a person is initially notified that they are in an
emergency
period. The military relies on them quite heavily.

Cellphones are NOT unlicensed devices. YOU do not have to have
a
licnese for it, but the entire cellphone net operates under various
FCC
licenses. See "Common Carrier".

Also, when you first made your assertion, I asked you if you
meant
Part 15, Part 95, etc, and you said "Yes, of course". So...Still
waiting.
