I've definitly heard some jerks on 75 meters,
but 40 meters is a fairly well behaved bunch of
guys. Most of the jerks I've heard on 75
meters were former CB'ers though. Sad but
true.
Odds are most of the hammies on hammie radio today are former cb'ers.
Nothing sad about it. If it wasn't for cb, hammie radio would be dead.
CB is where the hammie radio participants originate.

For what it is worth, I started in ham radio (1962), had a ball with cb
radio (1970/71) and am still active in ham radio ....
What is silly is to throw darts at each other. There are good and bad in
both groups. To think otherwise is a rather bit shortsighted.
