Not possible. Hit eBay or a big hamfest and find a Heathkit HP23,
any model. 23, 23A, 23B, etc. Should be about $50.

What's wrong with the NCX=3's power supply? If the transformer is
OK, you can fix the rest of it for a couple dollars. If the
transformer is bad, it's essentially a basket case unless you feel
like rewinding it.
