I had a TS-700S years ago and dim memory sez the TS700S only allowed
repeater operation in the 146 MHz and 147 MHz portions of the band. About
1977, a new repeater subband was established at 144.5-145.5 MHz.

The SP model from kenwood allowed the proper repeater splits over
the entire 2M band

But a mod was available and I recall modding my TS-700S for the new repeater
sub bands.
