when I worked microwave radio relay
if some thing powered up
it meant turned it on and it worked


I agree, but it IS possible for something to power up and still
not work correctly. I just sold a Radio Shack DX394 which
powers up fine (lights, display, audio all worked) BUT the
RX sensitivity was way down.

now I don't quite understand what anybody
means by powered up


Without the added comments (like poor sensitivity in the
above example) it's meaningless.

turned it on and nothing happend ?
turned it on and smoke came out ?
turned it on and it went ohoooa ohoooa
till 20 amp breaker opened ?
turned it on and it worked ?


As my auction plainly states, the main fuse blows when
turned on.
