Yes they must be a licensed ham operator just to transmit. And must have the
autopatch codes which are only given to members

Now, what if someone unlicesed uses an autopatch to call a licensed ham
who IDs?

Illegal operation

For that matter.. what happens if someone puts me on hold and music starts
spewing out of the repeater?


The licensed Ham - the control operator must immediately shut down the patch
and give their Amateur radio call sign
