Tuner-balun-ladder-antenna is better. Lower losses if
the tuner is doing anything, i.e. antenna is not 50+j0 ohms.
Since you are considering using ladder-line, you must be thinking a little
about efficiency; wouldn't ChokeBalun-BalancedTuner-ladder-antenna be at
least as good and maybe even better?
Yes, but that really needs either an expensive floated or balanced tuner
or a remotely controlled one. I use an SGC230 in exactly the line up you
suggested.
Most manual unbalanced ATUs will have an RF hot chassis in that configuration
and hand proximity effects will make them very tricky to tune.
