It is so loud that I suspect it's a relay somewhere in the Americas
(Sackville? Maybe not, it comes in much more loudly and reliably

Radio Canada as of late!) and it often comes in when the rest of the
band is comparatively dead.

Guaranteed that they DO. They have an hour out of Delano at 06:00
aimed at their maritime audience. I think they barter time with
the VOA for time in Greece.
Last night it was the only thing I could get in the 9 MHz band at
that time. That happened a lot when they used a 15 MHz frequency, too.
The band was dead, except for that one huge signal.
