Dear Bill N8JOS (aka "No One"):
The APCO 25 digital system (which is what is being used in Michigan)
will not sound like (have the frequency fidelity nor amplitude smoothness)
of an FM system. (at least not when listened to on the available lower cost
radios.) The digital system is, well, digital and is quantized at a
none-too-fast rate.
In short, the "new" system does not sound like the systems of old.
Fortunately, humans are able, if they are willing, to understand less than
faithful reproductions of the human voice. My students once produced a two
bit quantization of human speech. It was not clear, but it was
understandable. In the early days of the use of SSB, some people had
difficulty in understanding the signals. I have long observed that some
people are much better at accommodating to less than perfect reproductions
than other people.
I speculate that you may be one of the few for whom signals must be
clear in order to be satisfactory. In time, lower cost receivers will
become better. Stay tuned.

Here is the response I got From the HEAD person of The GENESEE COUNTY
911 Headquarters .. He even includes his e-mail address
Mr. Turner from Michigan Frequency Coordination referred you to me as he
seems to be unable to satisfy you with his detailed and accurate response.
Yes, we do have a new 800 MHz system in Genesee County and we are
being listened to successfully by hundreds of citizens and all news
groups. We have nothing to "hide" as you insinuate but you need better
equipment which can be purchased at Radio Shack and several other
outlets. If you are really an active Amateur Radio Operator you should
have friends able to tell you this. I have also included a website that
might help you.

Something weird is going on. On Radio Reference, in the Michigan forum,
they're suddenly able to receive Detroit's Site #701 on Radio Shack
scanners, but none of the Uniden models...so they say. I'm still
looking
for facts, as it's just a few claiming this right now. Go back and look
over the post. Tell them what you've been though with yours.
