Weird! I haven't heard of something like this before. I doubt that any postal person would steal a QSL card. More likely, it was inspected for some reason and not all of the contents were put back in the envelope.

The mail I recently got from VOR included a schedule that was only valid for 2 more days (heh) and a QSL card. If you email them and say that the envelope didn't include a QSL card maybe they will just send it again for you.
