I am not familiar with the software that you have, but the control
channels are the frequencies in the trunked system that send out the
digital data that tells all the radios in the system what frequencies to
switch to. They can be identified because they transmit constantly a
noise that sounds like a diesel engine idling. Your scanner uses these
channels to trunk track the system, so you need these.

With the control frequencies, they need to be keyed in first, then followed
by the secondary frequencies.
With the Radio Shack pro-95 if you have one of those, start each bank by
Ch. 00 - leave blank
Ch 01 - key in control channel
Ch 02 - key first secondary frequency
and continue.
