car driving license, but to keep it, they have to shoe a horse faster
each year. And to get a permit for the freeway, they need to shoe at
least 25 hoofs a minute.

Actually, you're more likely to be the one that should be riding a
horse. It doesn't require you to be smart enough to pass a test in
order to ride it.
