Because of the 'limited' number of AM/MW and FM Radio Stations
in Canada : Implemention of IBOC "HD" Radio within Canada itself
is not a Technical Problem; as it is not a Technical Problem in the
Rest-of-the-World. It is only in the USA where there are an over
abundance of both AM/MW and FM Radio Stations that IBOC is a
significant Technical Problem and then the main problem is AM/MW
Nightime Interference due to Medium Wave propagation.
IBOC 'fits' the FM Band Plan.
IBOC does not 'fit' the current AM/MW Band Plan.

IBOC is dead on both bands, if not from lack of consumer interest,
poor reception, and bland, repetitive, non-compelling programming.
