There are legal requirements to be met before you can broadcast radio.
Licensing usually requires testing by an approved Radio association or
Government agency. Responsible stores usually don't sell equipment to
unlicensed operators.


It isn't illegal (at least in the good ol' USA) for a store to sell a
transceiver to an unlicensed individual.

The individual might just wish to purchase it merely for the receiver side,
and/or may be in the process of being licensed.
