It's a multi-band amplifier. In order to tune the full width of the
lower bands, the variable capacitor(s) have to vary enough that at
10meters they will tune more than the 10meter band. It doesn't need an
11meter band position.

What you need to look at is what other information was provided. Like is
it a known ham manufacturer? It's not. That's the giveaway.

FT101 by yaesu has a 11m band switch yet it's not illegal nor have I
heard of the FCC busting hams who own them. Wawasee Electronics built
allot of ham gear in it's time so under your definition, it's name brand
defines it's legitimacy.

Being that this amp is also listed in qrz, the seller is obviously a ham.

The guy has a legit piece of ham gear even if it were *explicitly*
capable of 11m operation. The question is if nospam would sell it to a
non-ham against FCC 97-317.
