It's a device for comparing two unknown impedances. Very handy if you
want to make up a bunch of coils that match perfectly.
Not quite as handy as an adjustable bridge for determining the value of an
unknown, but if you combined it with a decade capacitor box and a variable
inductor, you could use it for that.
IET Labs is working hard on getting a lot of GenRad manuals up, on
http://www.ietlabs.com/pdf/Manuals/index.html now. They don't have
a 1604 manual, but you might be able to request one.
