As part of some similar work I did this last year, I spent a lot of time
at PSAPs and radio sites. While the PSAPS have equipment 5 years old
in many cases, the RF equipment at the sites dates to the 80's and even
earlier in most cases. Subscriber equipment is usually narrow band
compliant, but the RF infrastructure in much of the country is woefully
neglected. I have a theory as to why this is...
