Jurisdiction, when he, according to you, tries to enforce some arbitrary
Rules, that have to do with Radio Law, in the USA. If he had brought
YOU, into a Court of Law, The Judge would certainly thrown out any
charges that concerned Operation of a Radio, stemming from any local
Statue, as the Local Statue would be in violation of Federal Preemption,
and therefor unenforceable.

between Part 95 and Part 97 of the FCC's Rules and Regulations. There is
NO SUCH THING as "HAM Operations" on frequencies authorized in Part 95,
since those frequencies were transfered from Part 97 to, the then NEW,
Part 95.

You either operate under Part 95, or Part 97, but NOT both, in any one
transmission.
