IMO, it is much easier to make a stealth vertically polarized phased
array than try to do it with horizontal elements. Two or three
flagpoles come to mind.

the problem is that even a fairly low horizontally polarized antenna
will do better than a vertically polarized antenna because of the ground
reflection helping the H-pol.

At a simple level, you start with the array pattern multiplied by the
element pattern, and if the element pattern starts out a couple dB down,
it's hard to make up the difference.
