Tell the dealer to look up Ford's technical service bulletin
TSB 93-15-6 and/or TSB 95-11-3 (I believe the latter is an updated
version of the former). This describes the problem, identifies the
Ford filter part which is to be installed inside the fuel tank on the
pump wiring, and describes the procedure.

This is reportedly _not_ a customer-installable fix. As it involves
removing the fuel pump from the tank itself, and modifying wiring in
this area, I'm not too surprised that Ford would be very reluctant to
encourage vehicle owners to attempt this on their own.
