This docket requests that the FCC change its rules to permit someone
whose license has expired beyond the 2-year grace period be allowed to
regain the same class of license without taking the exams again,
provided that the former licensee presents proof of the past license
and proof of identity.

The FCC already allows exam credit for certain long-expired Technician
licensees. See part 97.505.

I think this is a good idea, and I filed a comment with the FCC in
favor of this proposal. For the record, I am a Volunteer Examiner,
and also the leader of the VE team in my town.
