The public service bands are either above or below the amateur bands.
The police - unless they are licensed amateur radio operators - are not
allowed to use the amateur radio bands, nor is a amateur radio operator
allowed to operate on the public service bands with a part 97 type
approved radio.
If you polled 100 State or local police officers, 99 of them wouldn't
even know how to turn my radio on and 99 of them wouldn't even be able
to edit the frequencies programmed into my radio to even know what pl's
and other information was stored in my radio.
POLE ICE by nature, doesn't have to have a license to operate on the
public service bands, because they are licensed by the FCC to operate on
the public service bands. But, they cannot go on the Amateur Radio
Frequencies unless they have a license - for each cop and a call sign -
for each cop.
It's ILLEGAL to give licenses to anyone.
You have to pass a test and earn a amateur radio license.
The TWO METERS is nothing but the kindergarten of amateur radio
anyways.
Get a General Class License and come on up and play with the big boys on
the HF little man.

The low end of the 420-450 amateur band IS being used by police, fire,
business, etc in border areas. I have a tower in Colden, NY where one
lives...
