Gad... Why bother? The analog channels that a scanner can deal
with don't have a lot of traffic on them, and there have got to be far
more interesting listening experiences Out There.

If you're bound and determined to bore yourself to death, the
Realistic PRO-2004 is easily modified to cover the analog cell channels.
You can probably find one on EvilBay with minimal effort.
