Actually, it is the people behind moderating the .moderated group who
are cross-posting this junk.

After looking at the full headers I see you are correct.

So yes, they DO have control. They just choose not to exercise that
control.

If the post were cross posted by the oringinal author as I thought before
looking at the headers, the moderators of .moderated would not have
control of the author cross posting to .homebrew or any other unmoderated
group.
