R2000, experimental Lankford 15' relay tuned vertical with a set of 16
elevated radials.
Let's not forget that Part 15 rules allow low powered transmitters on 13.560 without a license , though the chances of a few milliwatts making skip is very slim.
Also, as this is apparently from 2007, it is hard to check out, but it might have been a mixing product between two different transmitters.
The Cubans come to mind...
