The burden of proof is on the licensee to prove that he or she has
passed the code test. All FCC has to do is ask to see a copy of your
license or CSCE.

Yes, they should. They should also understand (unlike you, apparently)
that, without Element 1 credit, "your Tech bands" means full amateur
privileges on all of the VHF/UHF bands.
