Default What kind of balun is it?

I have a balun with no identification on it but I'd like
to know what kind it is. Here's the info:

All coils are wound on a common toroid core.
One antenna lead makes 9 turns and is connects to the coax ground.
The other antenna lead makes 27 turns and is connected to the
coax center conductor.

Looks to be about #10 enameled copper wire.
