I would beleive that the FCC enforcement is somewhat selective.
Considering that they have to go to Congress with a tin cup and beg
for appropriatiions and not have their budget slashed and burned.
Still it really depends on who complains and what the actual service
being interfered with. I would imagine that the DoD would have
influence on FCC enforcement activities followed by the FAA. CB radio
service is most likely the lowest priority unless those on that
service are interfereing with the higher priority services.

The NSA keeps track of a lot of things. My guess is that "persons of
interest" would be tracked as to what equipment used and transmissions
