NPRM and VEC

[...]

Among others, the FCC also has proposed these amendments or
modifications to the Amateur Service rules:

[...]

* eliminate 97.509(a) of the rules, which requires a public
announcement of volunteer examiner test locations and times.

[...]

* eliminate the requirement for Volunteer Examiner Coordinators to
submit or forward applications from test sessions within 10 days.

Are these requirements considered onerous?

maybe for VEC/VE's that aren't regularly offering examinations.

Public announcements were considered one of the ways to avoid sessions where

I'm afraid I don't follow you.

At any rate, I'm more curious about the submit or forward time
requirements. VEC/VE's should be accountable for all applications in
their trust, and ten days seems like plenty of time. Are there other
controls in place to prevent pigeonholing applications?
