BPL NPRM v. NOI
 
For anyone who wants to see how the FCC investigates interference
these days, there's an interesting memo posted on the ECFS under
docket 03-104 received there 23 March 2004.

To see it or download it, just enter 03-104 in the Proceedings box
and Federal Communications Commission in the 'on the behalf of''
box. It's a 3-page document but 840 KB in size, being a scan off
the memo pages.

The memo is to Bruce Franca, Office of Engineering and
Technology, from Joesph Casey, Chief Spectrum Enforcement
Division, Enforcement Bureau, dated 27 January 2004. It concerns
a complaint by ARINC (Aeronautical Radio, Inc) about interference
noise centered around 3013 MHz beginning in February, 2002.
Covers the next 18 months.

It was included under 03-104 probably because someone in the
OET got tweaked by ARINC's examples of interference handling
by the FCC wasn't deemed nice by the OET and the interference
might have come from some equipment (a pump) at a cellular
telephone site. ARINC was commenting about BPL, not cellular
telephones. ? Your FCC in action in modern times.

A taste of all that "obligatory" inteference handling in the future?
