When will assholes learn that MIME encoded messages don't work on newsgroups.
This is right up there with the idiots that post in HTML.

It's an encode of some language that is not normally supported by ASCII,
like Chinese
or Japanese. "ISO-8859" is likely the spec for what the code means.

I get a lot of spam that looks like this. I suppose the spambots can't
tell what
ethnic group I belong to from my email address. "wa2ise" isn't a normal
name,
and the spambots don't know about ham call signs.

Likely its a Ponzi scheme to sell Viagra perscriptions to spend $5 to
make $5M. ;-)

Content-Type: TEXT/PLAIN; charset=ISO-8859-1

It's because their new reader encodes the text using ISO standards. It
thinks every other newsreader out there understands it. They don't.

Why do I get the feeling that this is a new feature of MSOE.

That individual is too busy with all the "monitoring" activities on radio
to learn elementary principles of Internet messaging. :-)

The EU and the US DOJ didn't seek the proper remedy against M$.
They should have insisted on a total recall of each and every copy
of Windoze/Internet Exploder/Micro$oft Orifice etc. sold, to be
replaced at M$'s expense with programs that are far more reliable
and far less buggy.

THAT would have been poetic justice.
